Horikita is the best leader in Classroom of the Elite. She stands out with her strong leadership qualities, including her ability to make tough decisions, take risks, and think quickly under pressure. Horikita focuses on improving her class by helping her classmates grow and fostering unity, making her a more effective leader than others like Arisu or Ryuen.

Arisu Sakayanagi
Arisu gains the trust of her class by proving her skills and abilities. She also shows that she can listen to and support her classmates when needed, and recently, she has started to show favouritism toward people she feels close to. This change might help her avoid making choices that could hurt her mental health.
However, the biggest problem with Arisu’s leadership comes from her personality. When she wants to have fun, she often ignores the opinions of her classmates and doesn’t take their information seriously, as we saw in her behaviour with Hashimoto and Ayanokoji.
Ichinose Honami
While Ichinose leadership is fundamentally strong, she
wasn’t originally meant to be a leader and has talents more suited to an
adviser, as Ayanokoji pointed out. The reason she falls short is that she tends
to be more passive than the other leaders.
That said, Honami has recently shown a new side of her
personality, becoming more assertive, especially in her pursuit of Ayanokoji.
Still, the deeper issue with her leadership lies in the results it produces.
Her class has become overly reliant on her, as she tries to unite them on a
surface level by treating all opinions as equally important. This has turned
the class into a conformist group where people don’t think for themselves but
instead rely more on her.
Additionally, her class is described as a group of “herbivores” who protect one another when someone gets hurt, ensuring that person never experiences pain again. While this might seem positive at first glance, it causes a major problem. Because they shield each other so much, they don’t learn from their mistakes and end up repeating them. A class unwilling to take risks or make sacrifices is simply not in a position to achieve true success.
Horikita Suzune
Horikita, as a leader, knows how to choose between her
options and is also ready to take big risks when needed. This can be seen in
how she dealt with Kushida. Her main goal is to make the class better by
helping classmates work together and grow as people. Even though this idea came
from Ayanokoji, I believe these traits make her the best leader. She might not
be the smartest person, but as a leader, she is the best.
Horikita has helped her classmates in many ways. She worked
with Sudo and improved him so much that he is now in the top 10 in academics
and is less violent than before. She also fixed things with Kushida, motivating
her to fight for Class D and aim for Class A. Horikita has even managed to deal
with Koenji by making fair deals with him and getting him to cooperate, which
is not easy.
Horikita made good deals with Ryuuen, won the sports
festival without his help, and shows the strongest desire to reach Class A.
Her hunger for success and ability to bring the class together make her the best leader.
Ryuen Kakeru
Ryuen, doesn’t care about his class’s weaknesses or bother to help them grow as individuals. His methods often stop his class from having the chance to improve.
Hirata Yousuke
Hirata has almost all the qualities needed to be Class D's
leader. He’s charismatic, emotionally intelligent, smart, and intuitive. He’s
also good at sports and is in good physical shape, has excellent grades, and is
well-liked and trusted by everyone. Technically, he does share leadership with
Horikita, but since Horikita is smarter and more focused on reaching Class A,
she takes on the role of the class representative.
Hirata is helping her more with uniting the class and building good relationships with the other classes, which is very important for their success.
